This is the problem with commercially cast bullets. The above bullet design (wadcutter), while designed for target shooting at velocities of 750 - 850 fps, uses an alloy MUCH too hard, combined with a hard lube that will not perform well at typical wadcutter velocities. I'm using 3gr Red Dot with wheel weight cast H&G 50, which is a button nose single end 150gr wadcutter in 357mag. But, after consulting my books, you're definitely in the safe zone with 3.3gr 231, my starting charge shows 3.4gr at 900fps out of a 6" barrel.
